The State Bank of Pakistan (SBP) operates under severe fiscal dominance. Despite structural reforms, fiscal imperatives continue to shape monetary policy outcomes.

1. The 2022 SBP Act Amendment

Price stability designated as primary mandate. Direct government borrowing from SBP (ways and means advances) explicitly prohibited. Guaranteed Governor tenure. However, the fiscal deficit remains — government now borrows from commercial banks funded by SBP OMO liquidity injections.

2. Policy Rate Trajectory

Policy rate hit 22% in 2023 to combat post-commodity-shock inflation. But transmission is structurally impaired: the largest borrower (the government) is price-insensitive, and private credit is only ~15% of GDP. Real rates were deeply negative through FY23 (-13.18%). See Pakistan Sovereign Debt.

3. Forex Reserve Management

Reserves fell below $3B (under 1 month of import cover) in early 2023. Under the 2023 IMF SBA, SBP transitioned to market-determined exchange rate — sharp rupee depreciation but stabilization of reserves. See Pakistan Financial Architecture.
